François Delerue

Dr. François Delerue (@francoisdelerue) is a Senior Researcher in Cyber Security Governance at the Institute of Security and Global Affairs at Leiden University and an Associate Fellow of The Hague Program for Cyber Norms. He is also Rapporteur for International Law to the Academic Advisory Board of the project EU Cyber Direct. Previously, he worked as a Research Fellow in Cyberdefense and International Law at the Institute for Strategic Research (Insitut de Recherche stratégique de l’École militaire – IRSEM), a research center of the French Ministry of Defense.

François Delerue conducts research focusing predominantly on the application of international law to cyberspace. More broadly, he is interested in how new technologies and activities (space activities, cyber, robotics and artificial intelligence) challenge international law and international relations.

His book titled Cyber Operations and International Law was published by Cambridge University Press in February 2020.
